So the Zimbabwean business community is angry at the government for continuing to pass rash and ill-thought-out Statutory Instruments. But is the government really overdoing it? How many Instruments has the government passed since the beginning of the year?
Well, we went on a quest to find out just how the government is relying on decrees. By our count, the government passed at least 236 Statutory Instruments in 2018 with the last one being SI 2018-236 – Deeds Registries Regulations, 2018. There were probably more as some instruments tend to share the same number.
This year the government has passed at least 242 Instruments so far and at the way we are going they are probably going to add a few more before the year is out. In contrast:
Five Bills were passed by Parliament and two of them were signed into law while the other three are still waiting for Presidential assent.
Laws that were assented to are; the Shop Licence Amendment Act and the Tripartite Negotiating Forum Act; while the Consumer Protection Bill, Microfinance Amendment Bill and the Maintenance of Peace and Order Bill are still awaiting assent.

So the MPs hundreds of them worked hard to produce two Acts of Parliament? That is very sad given the hardships the general populace is facing. The economic crisis, hyperinflation, hunger, electricity deficits, fuel shortages etc and all they could do was produce five measly bills?!
