The City of Harare has sent out a notice where they say they will be charging parking in USD and those who intend to pay in Zimbabwean dollars will do so at the prevailing rate of the week. It’s not clear what prompted the change but it may be because the city is tired of having to constantly update the applicable fees whenever the local dollar looses value.

Dollarisation?

Again even though we are not convinced by de-dollarisation claims we cannot call this dollarisation. As said above, this move is probably all about convinience. In recent times the City of Harare has struggled to have its budget approved by the National Government. Having a flexible budget that they can adjust without going through the red tape may be the motivation for this change. If the city has a USD budget they can just flex it using the current exchange rate without the need for additional approval.
