Traffic Fine Amounts in Zimbabwe (2026): Full ZRP Fine Schedule
Zimbabwe’s traffic fine system works differently from many other countries. You cannot simply take a ticket and drive off. If a police officer decides you have broken a traffic law, you are expected to pay on the spot, in cash, or by card if the police station has a card facility, before you are allowed to drive away. Most everyday traffic fines are now a flat US$30, which is the legal maximum a police officer can charge you at the roadside without taking you to court. Below we explain why almost everything now costs US$30, set out the full ZRP fine schedule, and cover your rights if you are stopped.

Official Schedule of Deposit Fines (Criminal Procedure and Evidence Act [Chapter 9:07] / S.I. 14A of 2023).
* ZiG equivalents are estimated at the official rate of ZiG 26.61 per US$1, updated daily. The amount actually payable at the station may differ depending on the rate the police use on the day.
Why almost every roadside fine is US$30
Under Section 356 of the Criminal Procedure and Evidence Act [Chapter 9:07], a police officer at a roadblock or checkpoint can only ask you to pay an admission of guilt (deposit) fine up to Level 3 on the standard scale of fines. Anything above Level 3 legally requires a court appearance in front of a magistrate rather than a roadside payment. The standard scale itself is set out in Statutory Instrument 14A of 2023 (the Standard Scale of Fines Notice), and Level 3 works out at US$30. Because the police have aligned almost every common moving violation, vehicle defect and documentation offence to this Level 3 ceiling, the great majority of everyday traffic fines in Zimbabwe are now US$30.
The standard scale of fines
- Level 1: US$5, for very minor infractions.
- Level 2: US$15, for minor vehicle defects and lesser offences.
- Level 3: US$30, the maximum a police officer can charge you at the roadside, and the level almost every common offence has been set at.
- Levels 4 to 14: US$100 to US$5,000, for serious offences. These cannot be paid on the spot and are dealt with by a magistrate’s court instead.
Speeding fines follow a sliding scale
- 1 to 5 km/h over the limit: a caution, no fine.
- 6 to 15 km/h over: Level 1, US$5.
- 16 to 25 km/h over: Level 2, US$15.
- 26 to 50 km/h over: Level 3, US$30.
- More than 50 km/h over: treated as dangerous driving, which means a court appearance rather than a roadside fine.
Your rights at a roadblock
- Paying a deposit fine counts as admitting guilt. You are allowed to decline and contest the charge in court instead.
- If you admit guilt but do not have cash on you, the officer is supposed to issue you a Form 265, which lets you pay at any police station within 7 days instead of on the spot.
- You are entitled to an official Z69J receipt for any cash fine paid at a roadblock or police station. Do not hand over cash without getting one.
- If an officer finds several separate problems in one stop, for example a missing fire extinguisher, a worn tyre and no warning triangles, each one is charged separately and the fines add up. Three US$30 offences comes to US$90.
- Fines are gazetted in US dollars but can legally be paid in Zimbabwean currency (ZiG) at the official interbank exchange rate on the day you pay.
AI traffic cameras: still being built
Since early 2026, the government has been building an AI powered Electronic Traffic Management System, also referred to as the Smart Traffic and Crime Management System, with cameras installed at major intersections across Harare. By mid August 2026, the system covered 20 sites and had already flagged more than two million suspected violations, including running red lights, speeding, using a phone while driving, ignoring road signs, and parking over intersection lines. It’s worth being clear that this is still a work in progress rather than a finished system: no fines had actually been issued at that point, and the government had not yet settled on how enforcement would work.
Home Affairs Minister Kazembe Kazembe told the Senate that the police, Treasury and TelOne still needed to agree on the banking arrangements and how the money collected would be shared before enforcement could begin. Once that is settled, fines already recorded are expected to be backdated, with each detection checked by a human traffic officer and the motorist shown video evidence before a ticket is issued. Motorists who disagree with a citation will still be able to have it heard in court, the same right that applies to a fine issued at the roadside.
Exactly how fines will be collected once the system does go live is still an open question. Ideas doing the rounds publicly include a standalone payment and enforcement system separate from the police’s existing structures, or linking outstanding camera fines to vehicle licensing, so a motorist would need to clear any fines before their vehicle licence is renewed. Neither of these has been confirmed by government. At this stage they’re speculation, not policy, and we’ll update this page once an official mechanism is announced.
What has been said clearly is that the cameras are not creating a new set of fines. According to the minister, camera detected offences will be charged under the same existing scale described above, whether that works out at US$30, US$20 or another amount, depending on the offence. The government has said it plans to install more than 300 cameras in Harare before expanding the programme to other cities, though that too depends on how the current phase is resolved.
Frequently Asked Questions (FAQs)
Section 356 of the Criminal Procedure and Evidence Act limits roadside admission of guilt fines to Level 3 on the standard scale, and the police have set almost every common offence at that Level 3 ceiling. Statutory Instrument 14A of 2023 fixes Level 3 at US$30.
Not for a single offence. Anything above Level 3 has to go to a magistrate’s court rather than being settled on the spot. Several separate offences found in one stop, however, are charged individually and can add up to more.
It is the notice a police officer should give you if you admit guilt to an offence but do not have cash on you. It lets you pay the fine at any police station within 7 days instead of on the spot.
No. Fines are set in US dollars but you can pay the equivalent in Zimbabwean currency (ZiG) at the official interbank exchange rate on the day you pay.
An official Z69J receipt. You are legally entitled to one for any cash deposit fine paid at a roadblock or police station, and should not pay without getting one.
No. As of mid August 2026 the system was still being built. Over two million violations had been flagged, but the police, Treasury and TelOne had not yet agreed on the banking and revenue-sharing arrangements needed before any fines could be issued and backdated.
No. The government has said camera-detected offences will be charged under the same existing fine scale as any other offence, not a separate or higher rate.
This has not been decided yet. Publicly floated ideas include a standalone payment and enforcement system, or linking outstanding fines to vehicle licence renewal, so a motorist would have to clear them first. Neither has been confirmed by government, so treat both as speculation rather than policy for now.
